Liepaja (2014) - The Organisation

What sort of structure is envisaged for the organisation responsible for implementing the project? What type of relationship will it have with the city authorities? A separate organisation – Foundation “Liepāja 2014”, will be established to manage and implement the project. The founders of the organization are Liepāja municipality, Kurzeme Planning Region Administration and Kurzeme municipalities, which attract partners and form a decision making institution of an administrative model (Supervisory Board).

In compliance with the Latvian legislation the foundation is an aggregate of property, which is separated for achieving the goal set by the founders.. The Foundation has been chosen as the most appropriate model, since it allows easy implementing of goals set by the founder by offering a flexible and simple structure of management, as well as allows attract resources of founders, state and EU co-financing, donations by physical and legal persons, purpose payments for financing separate tasks of the Foundation, make loans, receive income from economic activities and other income allowed by the law.

ORGANISATION

Foundation “Liepaja 2014” would consist of five departments with defined functions and highly qualified experts. Departments heads would report to the director and would have significant international experience in their fields to bring the project to fruition. The structure of the five departments would be as follows:

The financial department would oversee and perform all financial management issues to ensure a balanced budget and run operations smoothly, based on board guidance.

The marketing and sponsorship department would be responsible for the design and implementation of the marketing and sponsorship campaign.

The programme and production department would be responsible for creating, implementing and delivering project programmes, including requests for proposals, artistic quality assurance and compliance.

The public relations and information department would be responsible for the creation and implementation of a detailed communication campaign, in cooperation with the marketing and sponsorship department. The PR and information department will also be responsible for implementing a cooperation programme with volunteer groups, non-governmental organisations, schools, universities, research institutions and other stakeholders, ensuring development and control of the collaboration. This department will also collaborate with the group of research institutions that, from 2010 to 2015, will perform research on the direct, indirect and long-term influence of ECOC on the development of the city and its region.
