The Institution of the "Cultural Capital of Europe" that accomplishes this year 20 years of existence, is considered, despite all its ups and downs, the most successful of all programs that the United Europe has applied in the field of culture - and this is proved not least also by the adoption of the idea of the Cultural Capitals in other parts of the world: North and South America, Arab Countries, Russian Federation etc. At the 20th anniversary and in a period when Europe is reexamining this institution in order to stress more its European dimension, we have the organization of a big permanent but also traveling exhibition that relates to its history, but also to its substance - it summarizes with several interesting methods what has been done, what directions the institution has followed and what it has achieved in the different cities having been by now "European Cultural Capitals" (ECC).
