At the invitation of Mr. Nicolas van der Pas, Director-General of the DG for Education and Culture, a Working Group was established to reflect on the issues in respect of a new cultural policy and framework programme for the European Union, and recommend proposals for the main features, which should be considered by the Commission. In particular, the group was asked to identify the major goals, suggest the forms of cultural co-operation, examine support methods, and outline main actions that would likely be most effective in creating European added value and simplifying the management of any future cultural programme. The group was asked to bear in mind the complexity and timescale of EU decision-making, and to be pragmatic in its proposals. This report is a summary of the findings of the Working Group and outlines its views and recommendations.
